Twenty-eight minutes after the delivery of the speech, Aaron Beard's AP article is already up--hitting all the key points.

Wouldn't the fact that articles were already ready for publication be an indication that this is a PR move? A PR decision?

Yup, no doubt the text of the speech was released to the media ahead of the talk itself. Call that PR if you want, but it was certainly designed to make this talk newsworthy.
"Duke needed to be clear that it demanded fair treatment for its students," he said. "I took that completely for granted. If anyone doubted it, then I should have been more explicit, especially as the evidence mounted that the prosecutor was not acting in accordance with the standards of his profession."
Translation: For those who have suddenly developed amnesia while inside the orgasmic bliss of the Duke law school discussions......Richard Brodhead was so paralyzed by the racist threats and intimidation coming from black members of the Gang of 88 and the New Black Panthers who would show up around campus as needed ......that even contemplating that Reade, Collin, and David should be afforded due process was way down the line on his list of priorities.
Hey, just don't dare call little Dicky a racist. That was the most importanst issue for him at the time.
Brodhead is not strong enough to lead through this kind of crisis.
It requires a set which he does not have.
How can anyone take this phony speech as anything but his attempt to save himself?

The point is, if this is a PR move, it is not a genuine apology. There is no contrition, no remorse, no guilt, no learning, nothing. To call it PR is to call it NOTHING.
